Why does my UEFI BIOS boot my last chosen drive from boot menu?

I installed Windows Tech Preview on my secondary HDD and I use the Boot Menu on my P8Z77-V LK to boot into it. I have my primary SSD with Win 8.1 as the first HDD/SSD priority to boot from in the UEFI BIOS, so why does my last chosen drive always boot when I restart the PC or even shutdown and power on? Is there any way to change this? It used to do this too when it was a hackintosh. What is the point of boot priority, then?

I want my motherboard to ALWAYS boot from my SSD, and only boot into the other Windows when I mash F8 and choose it in the boot menu.
