Corsair h60

or

I have both. The 212 on the rig in my sig below, and the C60 on an FX-8350 rig. I'd call it a tie. I have had both coolers on both CPUs and really couldn't tell any difference in temp or in noise.

Both will do the job about equally well.

But, the H60 is about twice the price.

Liquid cooling is really air cooling, it just puts the heat exchange in a different place.
The orientation of the radiator may be an issue.
If you orient it to take in cool air from the outside, you will cool the cpu better, but the hot air then circulates inside the case heating up the graphics card and motherboard.
If you orient it to exhaust(which I think is better) , then your cpu cooling will be less effective because it uses pre heated case air.

The solution I used to allow the rad fan to intake cool air for better cooling was to have a top case fan exhaust the heated air back out. Maybe the OP's case will allow for that.
