Windforce hands down.

If you want absolute silence, you should consider MSI's Gaming. The fans will turn off when the temps are below 50C and spin up around 60C - 65C.

The ACX 1 cards have had alignment issues I don't know if it applies to the 2.0 cards as well. The windforce cards are great if you can fit it in your case

EVGA's cooler is much louder. I had their 970 version and it was no where near silent. Gigabyte's cooler is more efficient and much quieter.

if you really want silence The msi and asus cards dont run their fans at all until they are under a fairly big load so they will be quieter most of the time than these 2 cards.

I already said that. :p 

The MSI is very quiet, even practically inaudible at 70% fan speed.

You can't go wrong with the Windforce or MSI. Every post I have seen about the Windforce on OCN has stated that it is very quiet as well.
