ASUS Strix GTX 970 fan capped at 42%?

I've seen in some reviews that the fan on the ASUS GTX970 can't go higher than 42%. Can people who have the card confirm this? Does it affect overclocking? I don't plan to OC too much however, I'll be happy enough if the card can get to 1400-1450MHz with Boost.

I would imagine that that is just the factory preset cap (to keep the system quiet.) I'm sure just like any other card that using a program you could change your fan speeds.

I have an ASUS 970 and have turned my fans up to 100% by going into manual mode.
