Computer very loud noise with PSU

I put a GTX 650 MSI 1GB OC Inside of my computer. Be aware that my PSU is Chicony 200W power supply. I started it up and both of the fans started spinning. But then all of a sudden there is like this huge noise just imagine like an EXTREMELY large fan just being turned on and its so powerful that it feels like a very windy day. Everything is in place. I don't expect to run game on a 200W power supply but I wanted to see if i could atleast play for 10 mins and then turn it off. Is the problem because of the power supply?

A Geforce GTX 650 NEEDS 20 amps on the 12v + rail and a 400 watt power supply.

That's the problem , your not even close on the power requirements.

Yeah I know,to make sure is this correct to have. For an i5 4440 3.1ghz (3.3ghz Turbo Boost) and a Geforce GTX 650 1GB OC,It would work on a CORSAIR CX430 Builder Series CX430 430W ATX12V V2.3/2.2/2.1 80 PLUS Bronze power supply? Because thats what I ordered and its shipped.

Edit:Answered my own question.
