In conclusion get the first build but consider my recommendations. And you require a CPU cooler if you overclock. The Cooler Master Hyper 212 Evo is a reasonable priced cooler.

EVGA Supernova 550 / Xfx 500w bronze 80+
Those are usually priced okay. If you can, get one of the two former, if the latter ones are much cheaper take those.
And I'd totally choose I5 4590 + h97 board.
Guild Wars 2 is very cpu intensive, by the way. Not gpu.

And? The dual X is a better choice with more quiet, stronger cooling. And as 280x even a good but stronger than the 280.
