R9 270X overclocking

Hello there people...I got an XFX R9 270X GPU.....when I open the MSI afterburner, it shows that it's default core clock is 1050 MHz and can be increased to 1400 MHz.......I've got an Cooler master 120mm CPU fan for colling....and also Corsair VS650 psu.......can I overclock it to 1400 MHz or near somewhere???
Also I saw that there is a slider called "power control" which lies between -20 to +20....what is that???Will it give more power to GPU to give better performance or burn it up????thanks in advance.

Follow the advice given inthe post you picked as BA in this thread :- http://www.tomshardware.co.uk/answers/id-2321562/270x-o... , if you can't do then then you shouldn't be OC'ing.
