New build playing with my emotions

New build ran smoothly (installed OS, updated drivers etc.) until I added an extra 2 x 8gig RAM and a PCI express Wifi card at which point it failed to boot again. I removed the new RAM and everything ran well again, until a few hours of moderate use later it crashed (power off, no blue screen)

On trying to power up again, Mobo LED lights were on, fans would stutter but not start up after power switch pushed. Have now benched it, removed everything except CPU, and CPU fan from motherboard. On shorting the power switch, same problem as before (fans move but don't get going, no beeps).

Obviously problem is either the motherboard, cpu or psu. What is my next move? Any help much appreciated.
