is the SLI motherboard configuration X16/X4? That would bottleneck the second card in SLI.

Sounds like one is being thermally limited so it is down clocking.

Are the cards working with normal clock speeds when only using one of them?

What brand and model is your motherboard?

If it's only 2 years old it's probably PCIe 3.0 and you should be fine. For future reference you will find the specifications for your motherboard on the manufacture's website once you found out what model it is.

Age does not state configuration, what board is it specifically. You can have boards that are out this year that have Crossfire/SLI running in X4.

... Because it's PCIe 3.0 ;)
