Wi-Fi / Cable connected but cannot use internet in a browser

Hi guys i have a issue here!
I have an Asus Eee PC and it shows that it's connected to the web. I go to a browser and everything seems alright.
A few minutes later, i try to go to facebook.com or google or every site you can think on and it says "the webpage is not available".
I thought it could be the router, but:
. All other devices in my house can use the internet without this problem ( phone, tablets, other laptops, etc );
. It still shows that the wireless signal is good;
. I connect it to the local cable and it shows the connection is great, but i can't browse on the web with it, same problem as in wifi.

The strangest part in my issue is that wifi and local cable don't work in any browser. However, when i open a program like "Utorrent" and i try to open a torrent there, the Internet runs smoothly even though it doesn't work anywhere else.

Can somebody help me? I have been having this problem for over a month..
