Desktop only boots up after turning off and on several times

ASUS CM 1730

New power supply(well its about 13 months old)

Im trying to figure out if I need a new processor fan maybe?

Just looking for advice before I start buying parts.

How old is it? Check for leaking / bulging capacitors on its motherboard. What brand and model (not just wattage) is the PSU?

Pc is 4 years old.

Psu is a Corsair gs800

Checked for leaks and/or bulging caps and didnt notice anything wrong.

Hmmm, the Corsair "GS" also contains low-quality capacitors.
First, I'd try reseating everything; cables, RAM, and video card. See if that makes a difference.

Well upon further inspection the psu AND motherboard had bad capacitors.

I missed them the first time because I was expecting the caps to look worse than they did, but there are some that are definitely rounded at the top and not indented.

I already got a new psu and am searching for a new motherboard to order.
