Uh, no 4k gaming but only watching videos, you said gaming in your first post, but alright.
That changes everything.

Depending on how serious you'll do mentioned stuff, I'd go with a haswell i5 (4690) or a xeon.
Here's a build that should fullfil your needs:

Well, then you'll be looking into a quite expensive rig.
I7 5960x/5930k
x99 board
2-3x gtx 970 or even 980 (gigabyte low noise)
big enough ssd (1gb+?)
noctua nh-d15 on low rpm mode
a few quiet case fans
corsair AX1200i or even 1500i psu

The i3 is a low tier cpu and doesn't get close to what you're looking for, if I understood you right.

Build in uk prices but with changed memory (190 GBP instead of $166 lol):

Well, the xeon is basically the same as the i7, both are haswell architecture. The only difference is the lack of an integrated GPU in the xeon, but as you got a dedicated GPU, that wont be used anyway. Then why i chose the xeon is simple, it's $50 cheaper.
As for the PSU, it should suffice. If you want to have some safety net, or if you ever decide to plug in a second gpu:

Amazingly cheap for it's quality.
