Mouse cursor artifact when browsing on the web

Hi

I have weird artifacts (black lines) around my cursor when I move It quickly over links on google or other sites.

It's hard to explain. I found someone who had the exact same issue on Youtube:

I tried to isolate my problem but couldn't find any fix for this

I updated my graphic driver (Catalyst 14.4 to 14.9) and it didn't resolve the issue.
I also disabled hardware acceleration and cursor shadow with no effect.
I can't be PSU related since I replaced it and got the same results
This is a fresh install of windows 7 (just a week ago)
I also switched GPU and still got this problem.

If I change the cursor color to black I don't get the artifacts anymore, but I still want to understand why it does that.

I noticed that I didn't get this when my GPU drivers where uninstalled.

If anyone knows how to fix this, please let me know!! I understand it might be a minor issue but I have OCD and I want everything to run smoothly.

Maybe its my monitor?

Specs:
AMD FX-8350,
Sapphire Radeon R9 280x VaporX TriX,
GSkill Sniper 2 x 8 GB
Samsung SSD 840 PRO 256 GB.

Everything, is running at stock, however I did overclock it once!
