I downloaded something that in turn was a virus and screwed my computer up. I got everything else off but noticed Norton was downloaded. When I go to uninstall it, it says please wait... and never does anything. I have even tried the Removal Tool, and it still won't come off. My computer is running fine again, but now I can't even open Norton. It says it is already open. When I try to uninstall, it tells me, "A problem has occurred that needs your attention." It says it is still running, but it's not.

Try going into safe mode and uninstall, if that still doesn't work, you could try reinstalling whatever version of Norton you had so it is in a working state then try uninstalling again. If that doesn't work post back and we can try to manually remove Norton.

^+1, did not think about this as a possibility, yes the norton could be a malware pretending to be an antivirus. adwcleaner is available here: http://www.bleepingcomputer.com/download/adwcleaner/
you could try that but only delete anything related to Norton if it shows up
