5000-7000 fps is impossible (the highest FPS that can be counted is up to 999, usually on videos).
It sounds like a problem with your software (something is blocking the game). If the game is Indeed legit, as well as windows, there are a few programs that I hope you already have like microsoft framework (up to date) and similar.
Steam DOES install most required programs so I never heard of a problem there, only from CD copies.
I suggest you read the users amanual and look at troubleshooting.

Issues related to .NET or VCRedists usually just make the app CTD without any apparent error, unless they're lacking from the system entirely or unless it's a GRAVE/FATAL exception level error.
We need an exit code or a faulty module name to get somewhere with this.
The error message should have a "more info" button in the bottom left corner, which will open up a white, text-filled, scrollable box. Copy the entire content of that and paste it here.
Shouldn't that come up, you need to look up for the error in your windows' event viewer and paste the details here.

I have the disc based Maximum Edition and had nothing but trouble getting Crysis to run in Win7. It would play for a couple seconds and crash, or if I made any changes to the settings it would crash. The ultimate solution I found was to only update it to 1.1 (not 1.2 or 1.2.1), run as administrator and set to Vista compatibility mode. After that I was able to finally play the game with the DX10 enhancements. I never did have any issues running it on XP. Strangely Crysis: Warhead ran fine in 7 without any special settings (never played Crysis Wars to see if it had issues).
I don't know what version the steam edition is patched to, or if it is possible to roll the version back if it is 1.2 or 1.2.1.
