NZXT Fan Installation

I am currently installing fans into my NZXT Phantom case, I bought two seperate 200mm fans, and installed one of them into the top section of my case. (The second fan would not fit due to the size of my CPU cooler, which didn't allow enough room for my side panel fan) Anyways, After making sure all my fans were plugging into the right areas, I turned on my system. CPU fan works, Back fan works, side fans work, the top fans do not spin, but the LEDs in them light up. On my fan controller there are only two fans lit up, the back fan and the two smaller side fans. Is there something I may have done wrong?
EDIT: I want to make it clear that the top fans are plugged into the cords flagged with top fans and the back and side fans are as well, with the front and option 200mm side fan connectors left unplugged (due to not having the fans installer) and everything is plugged into the fan controller

If the lighted fan you installed is a simple 3 wire fan and the LEDs light but the fan doesn't spin, that would indicate a bad motor. On regular +12V fans, the LEDs and fan motor are wired in parallel; both come on together.

Neither of my fans spin at all but all the LEDs light, would this mean both have bad motors? One thing I forgot to mention was that I had accidentally fried my fan power extension cord that came with the fan, as I had it plugged into the already existing power one, and it actually made the fan spin, but one i saw the wires smoking i immediately turned off my system and started unplugging my fans. Could this have damaged the motor? The fan i installed myself currently has 2 cords coming out of it, one 2 pin and one 3 pin, i plugged the 2 pin cord into a tiny little switch that i received with the fan and that allows me to control the LED section of it, and it seems to work perfectly fine, and i plugged the 3 pin into one of the top fan connectors. (Previously I added another connector with one of those extension fan power cords and plugged it into that connector, which made the wires smoke) The fan that came with the case also has two cords, with the LED plugging into the fan and then going somewhere else I am unaware of. And the 3 pin connecting into the other top fan connector. I bought the case about 3 months ago and I'd hate to have to buy a whole new fan just because this one came with a bad motor. The lights on my fan controller for those fans are not lighting up either, if that helps.

Obviously those are not simple 3 wire fans, as I thought. Maybe you better tell me the fan make/models you have. But smoke is never a good thing with electrical devices.

Swap out fan connections, try using the top fans on the fan controller outlets you know light up and work. Put the fans you know work on the outlets that previously didn't light up. If the controller is bad, your top fans will spin and the others won't and the previous lights will remain. If the fans are bad, the unlit lights on the controller will come on, the previously lit ones will remain off and top fans won't spin. Either way, you can easily rule out some of the hardware you have.

Leds will light up with either 5,7 or 12v, but some fans will not spin up at lower voltages like 5 or 7v, and if you have inadvertently burned up the 12v supply in the controller, it could explain some things

Doing as Karadjgne suggested, and discovered that it was indeed the top fan section of my fan controller that was broken. After plugging the top fans into the front fan controller they spun perfectly fine. LEDs light up, fans spin, i'm happy. Thank you for the help, maybe i can see if NZXT will supply me with a new fan controller, if not oh well.
