is my cpu bottlenecking my gpu

specs
intel core 2 quad q6600 overclocked to 3.2 ghz
Asus r7 260x graphics card
8gb PNY 1333 mhz ram
msi motherboard
arctic freezer 7 pro rev 2 hestsink
EVGA 600B 600W PSU
Windows 8.1

ok so i know where my problem is. il be playing a game getting a constant 60 fps. then my cpu usage goes to 100% and my gpu usage down to 0% and get extreme lag like 5 fps. then it will stop and then it will start again. during the lag i have normal temps, under 50C .i was thinking of upgrading to an amd x4 760k. the question i have is if i can fix it without upgrading, or this is a bottleneck and i need a new mobo and cpu. please help me i need to know if i can fix this or i have to get a new cpu.

A 760k will not be a worthy upgrade, they actually perform the same than your rig, check if you have weird processes running in the background.

i dont have weird processes running at all. i really dont know what to do. it is in every single game i play. i had this cpu in another rig and it performed way more stable with the same settings ingame and it had a weaker graphics card a nvidia gt 630 to be exact. but it was way more stable. could it be wondows 8. svchost.exe takes up a ton of cpu usage when i lag

Sounds like you have a process running intermittently in the background. Could be anything from Norton or Google or even malware/Trojan hogging the resources, and then shutting down before you get the chance to check. I'd start with a good malwarebytes sweep, anti-virus, then a check on all autostart processes, possibly checking services tab to see what is available to run (not the one in manager, those are just the ones running).

Just look for anything that doesn't fit and disable it, then try game again. Repeat

Try to do a system restore to a point befre all that happened, if not, can you perform a clean windows install?

what virus scanner would u recomend. could i use the windows one.

its a complete brand new system that i built and it has done this since day one. but this cpu never did it in the old system but the old system was windows 7.

Since my kids pc's are networked with mine, I've found using a single av isn't all that effective. I use a combination of 3. Malwarebytes, spybot and Norton, although AVG is pretty good too
