This is my build and the reason I chose an APU over a CPU + GPU is because I'm planning to use the APU for about a month before upgrading to a dedicated GPU. Can you guys tell me if this would run the following games at 30+ FPS:
DayZ
Dota 2
CS:GO
League of Legends

The APU won't run those games to well to get the desired FPS, maybe at low FPS, but since you plan to upgrade well then go ahead, but I would recommend a higher APU. Like the A10-7850K

Here is a better build that fits right at your budget line:
http://pcpartpicker.com/p/vbv3sY
Its Intel, so has much more upgrade ability in the future. Plus, that cpu can be OC'd to 4.6ghz with stock fan. Great cpu for the prize and can dominate in those games.

Dont waste your money on an APU if you plan to get a dedicated GPU. Just buy a decent intel i3 cpu (the cpu part of APU's is crap for gaming) which still has integrated graphics but is a much better cpu for gaming, then add your dedicated gpu. Or just save the extra money and buy the lot at once.

Would dual core be good enough to go on YouTube while gaming or just listening to music while gaming?

Can you recommend a good i3 CPU and graphics card that fits in my budget?

The dual core will offer you great performance in those games, however multitasking can slow down your fps by a bit, however I don't think you will have a problem while listen to music or watching videos. That CPU should be just fine.
Is this your first build? Do you have a OS?

This is my first build and right now I plan on using SteamOS but I'm still doing research to see if I can game well on it otherwise I'm going to Windows

If using SteamOS, then use iam2thecrow's build. It doesn't come with windows, however it will definitely offer you the best performance for that price line.

steamOS is fine, although i'd recommend a Nvidia card for that, like a gtx760, seem to work better. Not all steam games are compatable with steam OS, but for the games that are compatable it works quite well.

Can you send a link to a build around my budget that can run SteamOS and can perform well?

Thanks but last few questions, Can this be overclocked for better performance and is it upgrade-able?

You can OC the GPU, but not the CPU. The intel i3 - 4330 is not unlocked and therefore cannot be Oc'd. And yes, this computer is widely up-gradable. With the same motherboard you can go to i5 and to i7, and also OC those CPU's if there unlocked, of course. Same thing with GPU, your going to want to upgrade in the future, and has many possibility.
