BF4 Low FPS with Crossfire - Low GPU and CPU Usage

Hi,
I've recently noticed that my FPS are taking a dump in BF4...

A bit of background. I'm running an AMD FX-8350 at 4.3GHz with Crossfire 2x Gigabyte 7950s. I recently installed 2 SSDs in RAID 0 with astounding results. (fresh OS)

I reinstalled BF4 onto the RAID and played a few rounds. The graphics set at Ultra I was getting around 150+ FPS. Then all of a sudden it dropped down to ~50 FPS. I dropped the settings down to High and it went up to ~60fps. I switched back and forth with Mantle and DirectX but there was no significant change (restarting with each change). V-sinc is off, AA is off, 1920x1080.

Since this I have updated all drivers (MB, BIOS, USB, SATA, etc.) including catalyst 14.7, 14.9.0 and 14.9.1. I have disabled overdrive in Catalyst and am using Afterburner for the temp readouts as well as fan profile. I disabled the ULPS.

I have played with GPU Shark, GPU-Z and the task manager open. They are showing ~40% usage GPU1, ~35% usage GPU2 and 50-60% usage CPU. This is surprising. I haven't looked at this in quite a while. the last i knew the GPUs were running around 80%+ and the CPU was 90%+.

Is there some setting that I'm missing? Any ideas of how to force the proper usage for better FPS?

An update. When I disable Crossfire I am getting 80-110 FPS on High settings in BF4. It seems like it is a Driver issue. Is there somewhere I can get a pre-mantle driver?
