Computer starting for a second and turning off in a continuous loop, help please

The build:
Asus Maximus VI Hero mobo
Nvidia GTX 760 2gb gpu
8gb Corsair Vengeance ram
Intel i5-4670 3.5ghz cpu

Alright, so I convinced my friend to get build a PC and so she got the parts last week. I put everything together for her and it doesn't start. It makes a click noise and the fans spin for a second and stops. The motherboard has an LED number system on it to tell what it's doing and such and doesn't turn on. So I figured it might be her power supply and plug mine into hers to see if it works and when I put mine into hers it turns on for a second and the number system on her mobo turns on and goes to "00" and then through some random numbers for a second and then shuts off and repeats itself.

So then I start unplugging parts one by one to see what the problem is until I get to just the mobo and the cpu. When I unplug the cpu and turn it on with my power supply in hers, everything stays on and the motherboard led numbers stay at "00" without anything turning off. So I make the assumption that her cpu is faulty and she returns it. She comes over today and we plug everything in and it has the same problem. Is it the motherboard that's the problem? And is her power supply also faulty because it only turns on for a second and gives us lights if my power supply is plugged in and if hers is plugged in no lights turn on and the fans spin for only a split second. I'm not sure what to do. Was thinking of having her return both the mobo and the power supply unless they gave us a second faulty cpu.
 
Solution
First thing to cut down possible causes.. You may try bread boarding:
put the motherboard on non-static surface or simply on its board box. Install ram, CPU & fan (stock fan is better), connect only power supply, display monitor, kb & mouse. press start button on the motherboard.

Your parts are good if it POST, suspect could be tight screws, excess stand-off screws that could short solders at the back of your board.

Solution
use the usb flashback port make sure the mb has the newest bios file. you dont need a cpu or ram just standby power. the last 4 number of the mb serial number is the bios rev of asus mb. check under the cpu for bent pins and check that io shield not shorting the mb out. try starting the mb outside the case to see if there a bad fan or another part.
