You mean to run a CPU cooler directly off the power supply instead of the motherboard?

Yes you can with a molex to 3-pin fan splitter

However this will not allow you to control the cooler fan speed. Anything you attach to it will run at 100%

The CPU cooler (stock fan or after-market coolers) is better connected to motherboard cpu fan header (i.e. "CPU_fan" marking on the board)... The Motherboard needs power from psu to support itself and other components.

If you are asking your CPU fan can connect directly to your power supply, the best practice is to connect the CPU fan to motherboard.

Connecting fans to 500w PSU: PSU has molex (12v) that can power up your fans by either molex male-female connection or molex 3-pin adaptor
