I'm about to build a water cooled pc, but am wondering if i can move it once in a while, if i wanna go to a friend for a couple of days, can i let the water stay in the loop, and can i lay it down?

Yes you can move them and yes you can lay them down. As a precaution i made up a long molex connector and would place my computer next to a friends and would plug the pump into their computer just to test the loop for any leaks or work out any air that may have worked its way into the system from the reservoir. Once satisfied just unplug the pump from the other computer, plug it back into your computer and boot it up.

Normally water cooled computers travel very well and unless the fill port is not tight you shouldn't have any leaks.
