Regarding the original post's AMD build...
CPU - The 8320 and 8350 will both handle a mild overclock of 4.5GHz. At a minimum, save money and buy the 8320 and clock it to 4.0GHz. No need to spend the money on an 8350 unless you are aiming at a high overclock.
CPU Cooler - Eh... Not going to get you very far on the overclocking front. The Hyper 212 EVO air cooler will net the same results at half the cost.
MEM - Those AEGIS modules are high latency (CL11) which isn't good. Look for "standard" modules in DDR3-1600 CL9 or DDR3-1866 CL10.
SSD - No. For $7 more you can pull a 128GB Crucial MX100.
PSU - The Rosewill is OK at best. Look toward XFX or Seasonic. 550w is plenty for a single GPU. 750w if you want to plan for a second GTX 970 down the road.
With all of that said, if you aren't going to overclock that AMD rig then a non-overclocked Intel machine would perform better on the CPU front. Honestly I think xjayzk's build could use a little tweaking to reduce costs, but is a much more capable machine. What do you think of the revision below? The water cooling could be replaced with a good air cooler to further reduce costs...
