R9 270x blackscreen on boot

I have an HP8-1200z
upgraded the power supply to a Corsair 750watt (no issues)
upgraded the CPU from the AMD FX 6100 to 8320e (no issues)
upgraded the GPU from Radeon 7450 to R9 270x (boots to black screen)

Regarding the GPU the fan turns on, it's seated correctly, I have the power cables both hooked up (confirmed by the green LED's).

updated the bios. Running Windows 7 64bit. HP's BIOS hasn't been updated since 2012

According to many of the forums I read some are suggesting HP's motherboard is rejecting the card due to only being compatible with the cards they have listed.

I reinstalled the old card and everything works fine.

Also tried removing the drivers of the old card (still black screen)
Installed the drivers of the new card (still black screen).

When I put in the new card I can't even get any of the pre-OS boot next just purely a black screen.

I remember the good old days when you could hook any AGP card into an AGP slot with the right PSU and driver and it was almost plug and play. what the heck happened. I did a search on GPU's black screening and it seems like a million things can go wrong now-a-days. I may have to convert over to console gaming. Any fedback is great.
