Microsoft Installer broken and Fix it keeps asking for .NET 2.0

I recently cleaned up my WIndows installer directory as it became huge. I only have a 120 GB SSD so I cleaned my PC using dism.exe (before that, I also used WICleanup.exe). Right now, I can not uninstall most of my software and neither can I run Microsoft Fix-it to solve my MSI registery.

I have tried to install it by downloading it from the Microsoft website but this installer refuses to start (even when forcing it to start as Administrator), I tried to solve it by uninstalling, restarting and installing it again using the "Install Windows features", but none of this works. Microsoft Fix-it keeps saying I need to install Microsoft .NET 2.0.

I feel like I'm pretty stuck, I can not fix my MSI problem and .NET refuses to install. Anyone got any tips?
