Hello Tomtsir,
Its possible that you can decrease the fan RPM by changing the setting for that specific header in bios. If you are not familiar navigating bios then I would suggest calling the motherboard manufacture so they can assist you.
Another option I can suggest would be picking up a fan controller for you case.
