The bottom one is better, but it will still struggle with modern games at low settings at 1080p. Neither of these will give you a good gaming experience. Forget the top one completely as it won;t barely even run modern games at all. At least the bottom one will run them at lowest settings with reduced resolutions.

I am guessing that your budget is ~440$

gtx 750 or r7 260x depending on what you can get for the budget
g3220 or x4 750k
gigabyte ga-b85m-d3h or msi a88x-g43
4 gb ram
1 tb hdd
xfx pro550w
corsair 200r or whatever you get cheapest. if you save money, get a better gpu.
