Your system will power up without a CPU, the fans will spin, HDD's rev up but it just won't POST. If you have followed that, it's likely your CPU or your motherboard. Have you removed your CPU from the socket and taken a look? Like literally shine a torch on the pins (if they're on the CPU) and look for thermal paste residue or bent pins, also look closely at the CPU socket on the motherboard.
