Could be a bad memory stick.

Are you using the appropriate set of slots for dual channel mode?

Try increasing the memory voltage slightly.

Did you install the stick next to the exiting one or in the same color slot which is one over? As above, if you instll it in the wrong slot you will have single channel mode only. They need to be installed in color matching slots.

Even when installed in the incorrect slots, it should still recognize both chips for a total of 8GB in single channel mode (Most of the time, some motherboards are very particular on slot population rules)

I missed that it only detected 4GB, there are a few reasons for this, bad CPU (often a bent pin), bad motherboard, bad ram. If the BIOS only sees 4. If Windows sees less, you can check if max RAM is checked in msconfig, but if the BIOS only reports half, it's likely a hardware fault, myabe a BIOS quirk with that RAM that may require an update.

Try setting the BIOS to default, and maybe do a BIOS update. Reseat the RAM, make sure the slots are cleaned out with some canned air.
