Laptop screen covered in blue rectangles (pic attached)

Hi all,

This laptop was originally having screen issues (90% sure the same as the pic) and also emitting a loud noise.

We took it in and reinstalled Windows, all fresh drivers from HP site, kept it on for days and couldn't see any problems what so ever.

User has taken it back and reinstalled Windows himself, started installing drivers, and came back to this.

Now, I know this is likely a driver issue - it's just odd that it only happens to him, when we apparently downloaded drivers from the same source (HP Site).
Has anyone else had this problem? Any tools I can use to find the cause?

Have you tried to see if it will boot into safe mode with a working screen? Or does it start to boot up like this as soon as you hit the power button? I'm guessing they are grabing the wrong video driver for the computer. Also why if it had a fresh install of windows on it would they turn around and reinstall windows again.
