Hard Drive won't boot windows.

Ive been having trouble with my hard drive recently that makes me believe it is failing. I just received a hard drive from WD as my old one failed. I installed windows 8.1 and everything was okay for a couple of days. The hard drive began to boot up extremely slow (5 - 10 minutes) and windows itself would perform slow. Two days ago the hard drive would not even boot into windows. I attempted to boot off a flash drive to reformat the drive but that does not work either. If I unplug the drive, the USB drive boots, but there is not much I can do without my drive attached. With the drive plugged in it just goes to a black screen after the ASUS splash screen. This is my main computer for college so anything would help. I am thinking the hard drive is bad.

Well, since it's a fresh install of Windows 8, it's possibly hardware problem. By the way, is WD HDD setted as Primary Boot device in BIOS ?
Try to change cable which is connecting HDD to motherboard, or replace SATA position, and see if that will help you.
