Yes but it may not be the optimum way to do this. You can get a wireless repeater/extender. It will cut your total speed by half. There are a couple of other issues. many of the hotspots on a phone do not support WDS. This is the function that allows many mac address to connect over the connection to the repeater. This means you may need a special repeater that can act as a router also.
Since this tends to be rather complex and messy to get setup you may be better off looking for a 3g/4g broadband router. These can either take the sim directly or can be tethered by a cable to the phone. This solution will allow you the full power of the wireless router and no degradation because of the repeater function. You need to dig though the supported list of carriers to be sure you ISP and/or your phone/sim will work
