Metal bit preventing GPU installation

The metal cover plate here can be cut if absolutely necessary, however it WILL VOID ANY WARRANTY you have for the card.
This plate really shouldn't be blocking the card from reaching anything. If you can take more pictures of the card in position so we can see exactly what you mean by it not fitting.

What case are you using?
I have never heard of a case that did not have the tabs cut out to have add in PCI/e cards (which is what you are doing).
Take a look at the case right next to the motherboard - it could be that one of the slots where the tabs on the GPU are supposed to go got bent and closed enough that the tab won't fit.
If that is the case I would pull the motherboard out of the case (so not to get damaged) and using a flat screwdriver or similar pry the tab open until you can put the card in place and screw it in as normal. Once you can screw the card into place, remove it, replace the motherboard, and re-install the GPU.

Inside the case. The metal plate on the GPU should sit flush with the inside of the back of the case with the bent part (on the plate) lining up with the screw hole on the case (to hold the card from falling off the Mobo)
While I cannot answer with 100% accuracy - that case will have the tabs. Rosewill is not exactly a top quality brand, but they do make decent parts at usually great prices so I like them (especially for cases and similar non-critical parts)
From one of the first newegg reviews of the case I saw: "The rear panel screwholes are a little bent, while not affecting the case, are not really great"
Looks like someone else has gotten one of those cases with some minor damage to the rear panel - so I really wouldn't be surprised to see that the one you got has some minor damage nearby.
For what it is worth - I bought a Fractal Define R3 case about three years ago and the rear panel was damaged on it (with no damage to the box so it wasn't from shipping). And that is a case that retails for twice the price of yours. Sometimes __it happens.
