MY PC won't Boot

ok so i inserted my windows CD but everytime i restart nothing happen it doesn't boot i changed my BIOS setting first boot CD ROM but Still it won't boot which is weird everytime i change BIOS to this setting it just works but this time it won't :( so i have just tried everything i could it still won't boot hope i find a answer
*Note i tried the CD on my laptop it works but won't boot on this PC the CD works fine

As @RaDiKaL_ said, it may be problem with your optical drive, maybe it's failing. Try to change cable of it, or position on the motherboard of it, and see if that works. Also, what motherboard do you have ? Try entering boot option and then load from CD/DVD instead of setting it in bios. It's usually at F12 / F11 button.
