Shell32 issues, USB boot not working.

I changed the name of my shell32.dll file while trying to change my theme, and now my computer isn't letting my do anything - I'm trying to system restore.

I created a bootable windows 7 repair usb, but it's not being booted for some reason.

Also, my keyboard doesn't boot up until after windows has begun loading up, so it's not possible to enter my bios or start up in safe mode.

Can someone tell me what the hell to do?

Linking it up with a second PC isn't really an option, unless I can do it with a laptop.
