1YO Gaming PC started giving problems

From a short amount of time my PC started giving problems like:
When i try to put it in sleep mode the screen turns off but the pc continues to run
Sometimes when I try to do the Restart/Log off it gets stuck on the "Logging Off" screen
sometimes while playing games or watching movies and then i use the Alt+Tab function it "freezes" like i am still able to move the mouse but all the apps stop responding
in that case even Ctrl+Alt+Del-->Task manager wont work
I have uninstalled some program that i tough may be the problem but it didn't helped
I am having a paid version of "Norton Internet Security " which catches the viruses that it sees but could it missed a virus?
i do a deep scan every month and it find about 1 to 2 viruses every time but even after that the problem is the same

Please give me advice

another stupid thing happened while trying to run new anti-malware program

do a full system scan on anti virus and anti malware, run Ccleaner and defrag drives.
uniinstall some software that you dont need
what is your spec?

run it as admin

specs are:
8 gigs of RAM
3.1GHz Intel core i-5 4440 processor
3 gigs Saphire radeon HD 7950 with boost
800 watt corsair PSU
corsair water cooling system
