is this graphics card capable of running Adobe CS6 and doing video production?

You should be able to do that, but once you have CS6 photos that have insanely large resolutions you'll lag (60,000 by 40,000 Ect..)

There are better cards, but for your purpose no need to buy a better graphics card. Unless you plan on doing high end gaming.

the video editing and production I intend to do will be with 4k video... will this be sufficient?

4k displays are only difficult for a graphics card to display is if it's a 3d game with lots of moving parts and such. Watching a video/movie in 4k is still hard, but I know that gpu will be able to handle it.

That pc is solid it should work just plug the gpu into the pci x16 slot and you're good to go. Have you ever considered building your own system instead buying one it would most likely be cheaper.

Hi Devouringbowl57 i already had this system, (at least a year) so i thought i would just upgrade it with RAM and a graphics card. My real concern is that i wont be extremely slow working with 4K footage and edit and produce 4K video, using a program called Adobe CS6... and to do some 3d rendering using Maya.

will this RAM work with the Dell 0XR1GT motherboard stated above?...... someone on amazon said that it will not work..... if this is the case can anyone suggest RAM for me to use 16gb or 32gb... please remember i only have 2 slots for RAM on my motherboard.

Your motherboard isn't capable of handling more then 8 gbs of ram, even if you use 8x2 it can only utilize 8gbs.
