is my cpu bottle necking my gpu

ok so i know where my problem is. il be playing a game getting a constant 60 fps. then my cpu usage goes to 100% and my gpu usage down to 0% and get extreme lag like 5 fps. then it will stop and then it will start again. i was thinking of upgrading to an amd athlon x4 760k. the question i have is if i can fix it without upgrading, or this is a bottleneck and i need a new mobo and cpu. my windows and all my drivers are u to date as well

An Athlon x4 will have similar performance. I think the problem lies somewhere else than the CPU.
It may be an HDD issue, Chipset or a driver issue.

Does this happen for every game you play?

Yes it is in every game. Now its not constant 100% CPU usage just random ass spikes. Thanks for the help btw. I tried re installing windows 8 didn't fix the problem though. oh and im going to try to install windows 8 on another HDD and see if it fixes it. and i heard that my on-board video chip set could be interfering is that true. and if so how do i disable this.
