New build wont boot from disc

Just built a new pc and this is my first go of it so I feel like I'm overlooking something. Everything is working, I can change settings in my bios, change boot orders, and priorities and see my optical/hard drives listed. But I can not boot the OS from the disc. I am using windows 8.1 in 64 bit. Components are:
m5a78-m/usb3
fx-4350 quad core
550w psu
radeon r9 280
8(4x2) gb 1600ddr3
wb 1tb hdd
asus optical dvd drive

Tried playing with drives themselves, reseating cables and making sure everything is connected. Deleting all options except the optical drive to boot from. Updated my bios to 1801. Cleared out CMOS and restarted the whole process. Restored default settings and restarted the whole process.
After all that I still get "Reboot and select proper boot device or insert boot media in selected boot device and press a key".
Please tell me that I just need to tweak a setting!! Thanks to all!

Well I figured out what was going on. After many hours of frustration....broken optical drive. All my settings were correct and everything was working as it should, but my brand new optical drive was not spinning up to read the disc. I swapped out the optical drive with one from another pc and it immediately read the disc and I was off to installing my OS.

Lesson of the day....make sure all of your hardware is working!
