I've had this WD1001FALS drive for quite a while now, and I feel like this past year it's been hanging up on me/dragging me down a bit. I'm buying new computer parts, so if I were to get a new drive now would be the time.

Running chkdsk with appropriate flags did not find/fix the sector.

HDTune Benchmark

One red square in error scan.

The large spikes in read speed looks a little...unwanted to me. Is that an indication of my drive's issues/loss of performance?

Thanks

Bad blocks/sectors will gradually increase over time so it would make sense to replace the drive.

Yeah, definitely replace that, before it gets worse. You can get a 1tb drive for $50.
