Keyboard and mice are so little it doesn't matter.

I would suggest against the 9590. You can get better performance for similar price from Intel.

I agree. Don't get an AMD CPU for gaming.

*Strongly recommend the i5-4690K plus a suitable Z97 motherboard.

Also, if you can afford the GTX970 (recommend the MSI Twinfrozr V version) it's truly awesome. Try using PCPARTPICKER as a guide.

As for POWER, with the Intel setup a 650W quality PSU would be plenty.

Here's a BUILD you can use as a guide:
http://pcpartpicker.com/p/x68QLk

I don't know your total budget or some preferences but you can modify it as you see fit.

While I do recommend Windows 8.1 64-bit (not Windows 7) I suggest getting Start8 from Stardock to bring back the Start Menu etc. Alternatively you can see if Windows 10 64-bit Technical Preview works for you well enough as it's free. I did test it but I had an issue on rebooting with no network however I didn't do a fresh install.

MONITORS:
- I noticed you chose one with 5ms response time. I suggest one with 2ms or less such as THIS one: http://pcpartpicker.com/part/asus-monitor-vs238hp

(A higher response time causes "ghosting" of images slightly. This is because the pixels don't change color quite quickly enough. It's also the reason why IPS panels aren't ideal for gaming despite the better viewing angles.)

- I assume the second is for more screen real estate, just be aware that you'd never use two monitors only for gaming.

That looks like a very nice build. But I would suggest going with this CPU cooler instead of the Seidon.

PCPartPicker part list / Price breakdown by merchant

CPU Cooler: Thermalright HR-02 Rev.A(BW) 73.6 CFM CPU Cooler ($52.90 @ Amazon)
Total: $52.90
Prices include shipping, taxes, and discounts when available

But honestly, it probably won't get you more than 3c or 4c cooler than the hyper 212 EVO which cost almost $25 less.

CPU Cooler: Cooler Master Hyper 212 EVO 82.9 CFM Sleeve Bearing CPU Cooler ($28.99 @ Micro Center)
Total: $28.99
