Not Efficient Fan Airflow?

I have a number of fans that seem to be properly configured:

The rear exhaust and front intake's topmost fan are this:

And the cooler is an NH-D14 with its stock Noctua fans on it

The top 2x 140mm are Rosewill plain fans connected molex, as are the bottom 2x 120mm in the front of the case.

Even with these nice fans and an aggressive FanXpert 3 Fan profile, I cannot feel their airflow. My friend's $7 Rosewill fans seem to be moving more air. is this configuration doing its job? Because I can hardly feel airflow, just hot air between the fans and in the case.

With all of this, its only my 4790k at its stock 1.2v with a load level 2. That means the voltage is NEVER over 1.2v... It's reaching about 55-65C average in Battlefield 4 and Prime95. What am I doing wrong? Is this how hot it's supposed to be? I've even seen it hit a max of 73C... I idle at 30-35C fine though.
I applied the Nh-D14 with the noctua paste it came with with a pea size amount in the center of the cpu. Should I have done it differently?
My PC is also in Windows Power Performance profile, so the Voltage and CPU clock never go under what I set them. Could this be causing it?
Even with it in performance mode it idles low, could this be changing my temps? I want it to stay static because I find that Turbo mode causes inconsistent FPS for me ion demanding titles if I don't lock the clock.
Moving it into a cooler room or moving it doesn't help either. How can I improve my temps? Even with max fan speed, it doesn't keep much cooler.
Are the Fans/Cooler doing their job? What can I do?

Honestly, those are not bad temps. You are under 80c if you hit that then id be worried about cooling issues. do you have side mounted fans? if not then they would help if you have the availability to do so. Your GPU and PSU are fighting eachother for cool air a side fan would help remedy some temp issues.
