Need a quiet cooling solution for my rig

Hi guys! I've read through your forum for about a year now, found it when I was looking for information on building my system and had it running for about 6 months now, this is my first post here.

I'm considering to replace my CPU cooler because it gets really loud when playing games like DiRT3 on Ultra settings (That is the most demanding game I've played until now, but I have to try out some others I bought yet, like Skyrim, Bioshock saga, Far Cry saga, both Metro games, etcetera).

The options and prices (roughly converted to US$) I have available (I live in Argentina) are this:
Thermalright True Spirit 120m ~$58
Cooler Master Hyper Plus 212 Evo ~$59
Antec Kühler Shelf ~$65
PCCooler Hp-9314 enhanced ver. ~$78

If those are not too quiet I can consider water cooling, although I may have to save up for a month or two to buy it (depending on my decission). These are the options for water cooling:

Corsair Hydro H60 ~$113
Corsair Hydro H80i ~$148
Corsair Hydro H100i ~$161
Corsair Hydro H105 ~$172
Antec Kühler H2O 950 ~$213

My specs are:
Asus M5A97 LE R2.0
AMD FX-6350
Kingston HyperX Blue 2x8gb DDR3 1600 C10
Sapphire Dual-X R9 280X
Cooler Master GX 750W
WD Caviar Blue 1TB
WD Caviar Green 2TB
2x Cooler Master Silent Fan 120mm (I could get rid of one of them or both if necessary)
Thermaltake Versa II case (120mm rear fan included)
Anker USB3.0 PCI-e card (I bought this one to connect the frontal panel USB 3.0 because my mobo doesn't have the internal connector and I realized too late)
LG DVD reader/burner
Standard memory card reader

I don't do OC nor am planning to. I would like to know which one is quieter and/or the best bang for buck. If you have any other suggestions let me know!

PS: I have a cheap thermal paste I bought a couple of years ago, will that work or should I buy a new/better one?

Closed loop water cooling is never quiet.
Get a Hyper 212 EVO(not the plus version).

Really? I thought it was the other way around! What about the thermal compound? And thanks for the quick reply!

The EVO comes with Thermal paste pre-applied.
