Weird Mouse problem

Lately a problem I had previously had to deal with a few times has pretty much become an annoying now. When I boot up my PC the PS2 mouse can move and double click on my desktop icons, but lets say I open up a folder and basically it cannot actually click on any of the content inside it. I have my taskbar set to auto-hide so it's suppose to open when I move my mouse down there but it also won't show either. Tried safe mode and the same problem occurs. Sometimes when I remove the USB and plug it back in it works but its really pretty much random. I notice this could possibly be happening after heavy PC usage so could it be a problem of overheating issues? Although I'm skeptical on this because I've always used my PC alot.

PS2 or USB mouse?

Try another mouse.

My bad meant USB lost track of thought there, and I plugged another mouse in and it acted the same way. I could right, left click on icons but once opened I am unable to select any of the content or even close it using the top X button.

Try all your different USB ports. Try your mouse on another PC.

Check if the usb controllers are working properly in Control Panel, Device Manager.
