The RAM limit on the mother board depends on the number of physical slots to put it in, and the BIOS on the motherboard. RAM elsewhere does not count. Some older operating systems limit the amount of memory that can be used.

Onboard RAM actually means shared RAM for onboard/built-in graphics card. Built-in GPU share the RAM installed on the mobo. Maximum capacity of the RAM can't be gauged from the no of DIMM sockets. Always check for the maximum RAM capacity on the manufacturer's website.

OnBoard or OnChip (iGPU) VGA RAM does take the RAM from your installed total RAM, if the onboard VGA is written with "shared memory" or "shared RAM".
The maximum RAM you can have for your system/programs+OS is then your total installed RAM minus those used by the onboard VGA card.
The total installable RAM is dependent only to the motherboard.
