hello, I have a small question. Will an amd fx 4350 properly overclocked bottleneck GTX 780 or 980?!

Yep, badly, even if OCed to extreme levels, the number of cores will simply bottleneck in every other intensive title with either of those cards, CPU upgrade called.

Yes, You might want to look in to a FX-8350 and OC it.

If you're planning to play on ultra with 60 FPS on latest titles, then that's not happening. There's reason why i5 or FX 8 are better than FX 4 in gaming, look at some benchmarks.

It means that your GPU is under underutilized.

i've been looking in to some of it, and also at the athlon 750k which seems lower than fx4350, and the athlon playis 3/5 at 60 on ultra, rest are 40 to 60+ with a titan

If you've not yet purchased the CPU, then get an i5, and pair it with GTx 970, will be around $500 and will max out any game right now. Anything lower than FX 6 is not really optimal for GTX 780 or 980. With Athlon, the GPUs will be greatly capped.
