I7 3770k @3.50 Ghz underpreforms

Yesterday everything just worked fine. When I booted my desktop today everything went slow.
My CPU is not overclocked, never has been but I think it's now broken.

This are my stats in idle mode.

This is when I just go to any web page (Chrome was already open).

I also did the test with the intel processor Diagnostic tool 64bit. At first it passed all the tests. Now I get a fail result.

Can I fix this or is the cpu simply broken? Will intel swap this under warranty?
How did this happen?

Yes I see, the CPU seems to be locked at 800Mhz under load

It says that the temperatures are ok, but I would double check with CoreTemp, this certainly looks like thermal throttling.

Next I would try resetting your bios to defaults, and updating to the newest version, but only after double checking temperatures first.
