Could heat build up be reated to overclocking on a cleaned up PC?

Hi. It's my first time posting here. I'm kinda new to PC building so I don't know for sure if this could be a related issue: I've just cleaned up my PC, removed dust from fans, gratings, applied silver thermal paste on GPU and CPU, but while playing some games, even with vsync on to limit my frame rate and fans up to 80/90% on my GPU, my rig heats up. CPU up to 90C and PSU barely touchable. I was wondering if it is related to factory OC. If so, would downclocking solve the issue? Appreciate any help. My specs:

GPU: Gigabyte Radeon HD 7870 OC (factory OC)
CPU: Core i5 4430 3Ghz
OS: Windows 7 64
PSU: TX650
MOBO: B85-Plus
RAM: 8Gb Kingston

If it was fine before the cleaning then I would say somethings not tightened right or the thermal paste job you did is bad.

It was worse before, PC was always shutting down. After applying thermal paste and cleaning up, there was an improvement. PC does not shut down anymore, however temps are still high. I use the thin layer method.

Something is drawing more current and creating heat. How old is your system?
Is it hot while gaming, or even at idle?

Thank you for the reply and the time you're taking to help me. My system is one year old. It on heats up while gaming, at idle it remais cool.

What case are you using?
What fans are you using?
How are they set up?
What cooling are you using on your cpu? Stock cooler or aftermarket? Is it air cooled or water cooled? is it overclocked?

The GPU is factory OC to 1100Mhz core clock and 1200Mhz memory clock, I didn't change anything. It has 3 fans. The case is a thermaltake. 200mm inflow cooler master fans on front and side, 200mm exaust cooler master fan on top, 60mm exaust thermaltake fan on back. CPU is cooled by standard fan that came with it.

This issue is random. Just yesterday I was playing witcher 2 mostly on high settings, no uber sampling, no AA. The PC was quite cool, played for 2 hours. Today after work, I barely played for 15 minutes and the PC was running hot. Turned it off, waited for about an hour, turned on again, played for another hour and a half, no issues. I have no idea what's going on.

To ease your mind a little, factory overclock is not going to be causing this problem. A factory overclock is the absolute base minimum and 99% of the time, that component can be SAFELY pushed further.

I observed getochkn's comment and I must admit, it is definately the first thing which sprung to my mind as soon as I read that you cleaned and applied thermal paste etc. This is going to be the first point of investigation in regards to the cpu heat but it does not explain the GPU. You're saying your psu is also so hot to the point you can't touch it? This is what is sparking major concern.

From here, we will be able to observe two important factors....Load and Heat aswell as voltage

Do you experience heat issues at idle or only whilst playing games?

I'm starting to think faulty mobo or supply. the TX series are a very good power supply but doesn't mean it's bullet proof.

But yeah, for now I just want to know if you experience this issue only while playing or if it occurs at idle also.

Thank you again for your help, Mosti. I only experience the issue while playing, and the weird thing to me is that it's random. Sometimes I'm 2 hours into a demanding game and nothing happens, and sometimes 15 min is enough for the rig to overheat. However at idle, it remains quite cool. On idle I'm getting 30C on GPU and ~40 on CPU.
