Im getting a pc soon with i5 4690k and gtx 970. Would the pc run Watchdogs on ultra at 60 fps even though it suggests a i7 cpu

1920x1080 gaming should be pretty easy for the gtx 970. The i7 vs i5 is only a matter of the number of threads it can operate on simultaneously. For gaming, only recently have games branched out from using only 2 threads. The i5 has 4 physical cores that can handle 2 processing threads each (can simulate an 8 physical cores for light tasks).

Your setup should handle Watchdogs adequately with potential dropping below 60fps when a lot is being rendered at once - but even if you had the i7 you would also probably drop below 60 at these moments as well.

If you're looking to run at 1080p you should be fine, I'm not sure about 4k benchmarks. I'd suggest searching for "Watchdogs benchmark gtx 970" and read some of the articles. That CPU shouldn't have any throttling issues.
