Is 75 FPS the max I can get?

My vid card: GTX 780
My monitor: ASUS VS247H-P
My cable: DVI-D (single link)

The refresh rate for the Asus is below.
Analog Signal Frequency : 30~80 KHz(H)/ 55~75 Hz(V)
Digital Signal Frequency : 30~80 KHz(H)/ 55~75 Hz(V)

My questions:
1) Does this mean that the max FPS I can ever get is 75?
2) In games where the GTX is providing 150+ FPS should I go ahead and enable V-Sync to lock the framerate at 75? In online shooter games (such as Planetside 2) I will frequently drop the graphics quality to get maximum FPS, but it seems like I might as well jack up the graphics quality since I'm not actually seeing those frames anyways, or am I misunderstanding something here?

75Hz is for lower resolutions, your refresh rate will be 60 at your native resolution. VSync is more of a personal choice, I'd personally leave it off as I prefer more fluid response times and can deal with screen tearing, as opposed to the input lag and possible stuttering that can result from VSync.

The refresh rate (75Hz) is just the amount of times your monitor will refresh the pixels on your monitor per second. That being said, it means your eyes can only see that much FPS from the monitor but the game can/may run at higher frame rates. With your eyes you cannot see it but you may be able to feel the difference with your mouse. Higher FPS than refresh can cause screen tearing which is distortion in the monitor's display. If you do not want that, turn on V-Sync and it should be gone.

There's a trade-off with Vsync
Vsync on: Lower FPS (but you won't see the difference)
Vysnc off: Possible screen tearing (you might feel the smoothness difference with it off)
